The bill was designed to regulate the "transmission of intelligence by wire or wireless" and to create a "commission on communication." The North Dakota congressional delegation opposed the bill, arguing that violated state's rights.

The North Dakota Office of Government Reports Collection consists of Information Digest, a newsletter published by Robert B. Cummins, State Director of the Office of Government Reports. The purpose of the newsletter was to inform readers of current events and developments within the Federal Government, both stateside and abroad.

The Icelandic Emigration Papers consist of photocopied diaries and correspondence regarding Icelandic emigrants to North Dakota. The photocopies were donated by Bergsteinn Jonsson of the University of Iceland. Also included is documentation from the "Centennial Celebration of Icelandic Communities." This event was held in Mountain, North Dakota, in June and July of 1978. All materials are in Icelandic, unless otherwise noted.
