Scope and Contents
The second series consists of transcripts of testimony offered by Sandi Marshall (then Noble) in front of the Special Master Panel in December 1992 and August 1993. Sandi Noble was Director of the Developmental Disabilities Division for the North Dakota Department of Human Services. The Special Master's Panel was appointed by Judge Bruce Van Sickle, United States District Court, District of North Dakota, to evaluate evidence regarding efforts made by the state to comply with the court order from May 1992. The panel was chaired by Dr. Randy Lee of the UND School of Law. Sandi Marshall, Bemidji, Minnesota, donated this material on April 3, 2025 (2025-3544).
