The ARC of North Dakota filed a lawsuit versus the state of North Dakota in September 1980, alleging that the state provided inadequate education and care for its mentally retarded citizens. In 1981, United States District Court Judge Bruce Van Sickle ruled in the ARC's favor, forcing deinstitutionalization.
