Scope and Contents
Series 3 consists of Grand Forks City Council Policies and Procedures manuals. (Box 4) The William W. Roath, Jr. Papers are a valuable source of information about the actions of the Grand Forks City Council from April 1982 to March 1985. During that time, a chief concern before the Council was the future of the city's water system. Numerous records, including a regression analysis performed by Roath, are contained within Series II under "Water," "Water Rates," and "Water Rate Studies." City emergencies were also a primary concern for the Council. Files labeled "Flood Control," "Civil Preparedness," and "Emergency Preparedness" contain documents pertaining to floods, flood control (English Coulee Diversion), hazardous waste, and the Emergency Control Act. Importantly, Series 2, the Subject File, also contains a substantial collection of City Council Proceedings from April 1982 to March 1985.
